Salary Information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s (State Water Board) Division of Water Quality Sustainable Water Plans and Policies Section has an opening for a permanent full-time Environmental Scientist to join a dynamic team environment in the Strategy to Optimize Resource Management of Stormwater (STORMS) Unit. We are seeking a talented scientist with strong critical thinking skills to assist the team in leading the evolution of stormwater management in California by advancing the perspective that stormwater is a valuable resource.

The position is located at 1001 I Street, 15th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation. This position may be eligible for telework with some in-person attendance.

Duties:

The Environmental Scientist will work with a dynamic multidisciplinary team to develop and implement stormwater quality solutions and projects aligned with the Stormwater Strategy and Governor’s Water Supply Strategy. Projects may include volume calculations of captured stormwater and permit effectiveness evaluations. The incumbent may also act in a lead capacity to develop and implement scientifically-sound water quality control plans and policies for assigned projects such as urban stormwater infiltration and cost reporting for municipal stormwater permits.
